Noboprobhaat Foundation has developed the Standard Operating Procedure for Emergency Response with support from Rainbow Railroad.

This SOP is designed as a practical and people-centred emergency response resource for staff, volunteers, community responders, programme personnel, partner organizations, and other civil society and community-based actors who may need to respond to urgent situations affecting the safety, dignity, health, liberty, shelter, privacy, or wellbeing of individuals and communities.

The document provides step-by-step guidance on receiving and assessing emergency reports, checking immediate safety, determining urgency and priority, planning appropriate responses, providing emergency financial or material assistance, arranging safe accommodation and referrals, communicating securely, protecting confidentiality and consent, documenting cases safely, coordinating with service providers and external actors, following up, closing cases, and learning from emergency responses. It also provides guidance for a wide range of emergency situations, including violence and threats, mob attacks, threats from extremist or violent actors, eviction and displacement, arrest or detention, protest-related incidents, medical emergencies, disciplinary action by educational institutions, regulatory or registration-related threats, freezing or withholding of organizational funds, vandalism, natural disasters, digital threats, doxxing, and exposure of sensitive information.

To support practical implementation, the SOP includes a set of ready-to-use tools, including an Emergency Response Flowchart, First Response Checklist, Rapid Emergency Needs and Risk Assessment Form, Emergency Response and Assistance Record, Safe Referral Checklist, Emergency Follow-up and Case Closure Form, Emergency Contact and Service Provider Directory Template, and Post-Emergency Review and Learning Template.

The SOP is intended to help organizations move from ad hoc emergency responses toward a more prepared, coordinated, timely, confidential, accountable, and people-centred approach. It emphasizes reducing harm, protecting sensitive information, respecting informed choice, strengthening responder safety, and ensuring that the person experiencing the emergency remains actively involved in decisions that affect them.

While developed primarily for Noboprobhaat Foundation’s own emergency response practice, the SOP can also be used as a learning and adaptation resource by civil society organizations, community-based organizations, grassroots groups, and other organizations working in sensitive or high-risk contexts.
