Noboprobhaat Foundation developed the CHOGM 2026 Advocacy Brief under the “Strengthening Financial Governance for Sustainability” project. The project was implemented with support from Kaleidoscope Trust and funding from the UK Foreign, Commonwealth & Development Office (FCDO).

This Advocacy Brief brings together community experiences, key priorities, and practical recommendations aimed at strengthening the rights, inclusion, and meaningful participation of marginalised and gender-diverse communities in Bangladesh. The brief was developed based on discussions from the CHOGM 2026 Advocacy Brief Consultation held on 29 March 2026, which brought together 18 participants representing 16 civil society and community-led organisations working across human rights, gender justice, youth leadership, social inclusion, and community development. It focuses on five interconnected areas: civic space, freedom of association and human rights protection; inclusive democracy, political participation and legal identity; economic inclusion, decent work and equitable investment; youth agency, education, health and digital inclusion; and climate justice, disaster resilience and inclusion. Drawing on community experiences alongside relevant national laws, policies, institutional frameworks, and documented developments, the brief identifies practical priorities for advancing more inclusive policies and institutional action.

Aligned with the CHOGM 2026 theme, “Accelerating Partnerships and Investment for a Prosperous Commonwealth,” the brief is designed as an evidence-based resource for national and international advocacy around CHOGM 2026; policy engagement with government institutions and policymakers; dialogue with relevant Commonwealth institutions and representatives; funding and partnership advocacy with development partners and donors; and engagement with the private sector on inclusive employment, investment, and economic opportunities. It can also support policy dialogues, consultations, and stakeholder engagement on youth participation, inclusive public services, digital safety, climate resilience, and community-led development by bringing forward the experiences, priorities, and recommendations of marginalised communities. At its core, the brief calls for marginalised communities to be recognised and meaningfully engaged not simply as beneficiaries of development, but as rights-holders, workers, entrepreneurs, community organisations, climate actors, and leaders in decision-making and development processes.
