Terms of Reference: National Task Force to Counter Anti-Gender Backlash in Bangladesh
This Terms of Reference (ToR) establishes the governance framework, mandate, operational procedures, and accountability mechanisms of the National Task Force to Counter Anti-Gender Backlash in Bangladesh, established on 22 August 2026. Convened by Noboprobhaat Foundation under the United for Resilience initiative, with support from Global Action for Trans Equality (GATE), the Task Force serves as a community-led national coordination mechanism responsible for guiding and monitoring the implementation of the National Action Plan (2026–2030).
The document outlines the Task Force’s governance structure, membership arrangements, decision-making procedures, and responsibilities across seven strategic priority areas, including crisis response, strategic communications, youth movement building, equitable representation, resource mobilization, national advocacy, and movement coordination. It establishes principles for collective leadership, institutional accountability, safeguarding, confidentiality, and responsible resource management. Through a structured approach to collaboration, monitoring, and coordinated action, the ToR aims to strengthen community-led responses to discrimination, exclusion, and anti-gender backlash while promoting dignity, safety, meaningful participation, and sustainable collective leadership.
