Noboprobhaat Foundation developed the Inclusive Access to Social Protection and Public Services: Advocacy Brief 2026 as a practical advocacy resource to support more inclusive and effective implementation of Bangladesh’s existing social protection and public-service commitments. The brief focuses particularly on rural youth, vulnerable women, Hijra and transgender people, Indigenous and other ethnic minority communities, persons with disabilities, and people living in rural, remote and climate-vulnerable areas.
The Advocacy Brief examines how existing Government policies, strategies and programmes can translate into meaningful access at the local level. Drawing primarily on the Strategic Framework of the National Social Security Strategy (NSSS) 2026–2035, the Social Security Budget FY2026–27, the Public Financial Management Reform Strategy 2025–2030, and the Integrated Guideline for the Implementation of Underprivileged People’s Livelihood Development Programme, 2025, it highlights both important Government commitments and continuing implementation barriers. These include limited access to information, administrative and documentation difficulties, geographic isolation, accessibility barriers, discrimination, weak institutional coordination, and gaps between formal eligibility and actual access to services. The brief examines these issues across different population groups and identifies the specific Government provisions that can provide a basis for stronger local implementation and advocacy.
At its core, the brief calls for stronger implementation of commitments that Bangladesh has already established rather than simply creating new programmes. It identifies seven practical priorities for local action: making information accessible at community level; identifying and enrolling eligible people who are being left behind; connecting social protection with relevant public services and economic opportunities; ensuring accessible and non-discriminatory service delivery; strengthening coordination and referral among local institutions; making grievance and feedback mechanisms usable in practice; and meaningfully involving affected communities in implementation and monitoring. The brief is designed as a practical resource for Noboprobhaat Foundation and other civil society actors engaging with local government bodies, district and upazila administrations, Social Services Offices, Youth Development Offices, Women Affairs Offices, health and education authorities, and other relevant public institutions. Through constructive policy and institutional engagement, it seeks to help translate national commitments into more equitable, accessible and accountable social protection and public services for rural and marginalised communities across Bangladesh.
