National Action Plan to Counter Anti-Gender Backlash in Bangladesh (2026–2030)

The National Action Plan to Counter Anti-Gender Backlash in Bangladesh (2026–2030) presents a community-led strategic framework for strengthening collective protection, coordinated action, advocacy, and long-term movement sustainability in response to growing discrimination, exclusion, and anti-gender backlash across Bangladesh. Developed through a two-day national consultation held on 29–30 July 2026 in Dhaka, convened by Noboprobhaat Foundation under the United for Resilience initiative with support from Global Action for Trans Equality (GATE), the Plan reflects the collective priorities and commitments of 21 community-led organizations.

The five-year framework identifies seven interconnected strategic priorities: national crisis response; strategic communications and incident documentation; nationwide youth movement building; meaningful community representation and prevention of tokenism; equitable resource management and organizational sustainability; national advocacy and cross-movement solidarity; and coordinated leadership, capacity development, and movement governance. Each priority outlines practical actions, implementation responsibilities, expected outcomes, and timelines to strengthen collective responses and institutional resilience.

Coordinated through a community-led National Task Force, the Plan establishes a collaborative approach to addressing immediate protection needs while advancing long-term advocacy, grassroots leadership, and organizational sustainability. It also provides an implementation framework, resource mobilization strategies, monitoring and evaluation mechanisms, and an advocacy agenda to promote accountability, equal rights, and meaningful participation. The Plan represents a collective commitment to building a stronger, more coordinated, inclusive, and resilient movement across Bangladesh.
