Noboprobhaat Foundation prepared this submission to the Office of the United Nations High Commissioner for Human Rights (OHCHR) in response to the call for inputs on the impact of mental health challenges on the enjoyment of human rights by young people, under Human Rights Council Resolution 57/30.

Drawing from published research, policy documents, national and international reports, and Noboprobhaat Foundation’s community-based observations in rural Bangladesh, this submission highlights how mental health challenges affect young people’s enjoyment of human rights, including the rights to education, health, decent work, participation, safety, and dignity.

The submission places particular attention on marginalized young people, including SOGIESC youth, indigenous communities, Dalit populations, Rohingya refugees, persons with disabilities, and youth living in poverty. It examines key barriers to mental health support, including limited service availability, high out-of-pocket costs, stigma, lack of youth-friendly and culturally appropriate care, and insufficient investment in community-based mental health systems.

Noboprobhaat Foundation offers practical recommendations to strengthen youth mental health protections, including increased public financing, inclusive school-based mental health education, anti-discrimination protections, culturally sensitive psychosocial support, and long-term investment in youth-led, community-based mental health initiatives.
