Noboprobhaat Foundation prepared this submission to the Office of the United Nations High Commissioner for Human Rights (OHCHR) in response to the call for inputs under Human Rights Council Resolution 57/17, focusing on equal political and public participation in Bangladesh, with particular attention to electoral participation.

Grounded in our community-based work with marginalised populations across Bangladesh โ€” including SOGIESC communities, indigenous peoples, persons with disabilities, and rural women โ€” this submission highlights the persistent gap between constitutional guarantees and the lived realities of excluded communities.

The submission addresses key barriers to meaningful participation, including challenges in voter registration, exclusionary political party structures and registration processes, misinformation and online harassment within the digital electoral environment, and the limited access grassroots organisations face when engaging with international human rights mechanisms.

Noboprobhaat Foundation also presents practical recommendations to advance inclusive democracy, including ensuring plural and fair electoral competition, introducing affirmative representation for historically excluded communities, strengthening rights-based safeguards in digital electoral tools, and creating accessible pathways for grassroots organisations to engage meaningfully with international human rights processes.
