Noboprobhaat Foundation supported this joint submission led by ILGA World to the Independent Expert on protection against violence and discrimination based on sexual orientation and gender identity, focusing on electoral participation of persons and communities affected by SOGIESC-related barriers across Africa, Asia, Europe, and Oceania.
This joint submission was prepared by ILGA World, with the support of Blue Diamond Society, CHEVS, EQUAL GROUND, Noboprobhaat Foundation, and Youth Initiative Foundation. It examines how discriminatory laws, social stigma, institutional barriers, hate speech, anti-rights narratives, and election-period hostility restrict equal participation in political and public affairs.
The submission highlights regional and country-specific concerns, including barriers to voter registration, challenges in standing for public office, identity-document issues, public hostility during elections, tokenistic representation, and safety risks faced by affected communities, candidates, voters, and civil society actors.
It also provides recommendations to strengthen inclusive electoral systems, improve safe and disaggregated data collection, establish protection measures during elections, support meaningful representation, and ensure that participation in political and public affairs is equal, safe, and substantive rather than symbolic.
