Joint Submission: Killings of Persons Based on SOGIESC in Asia
Noboprobhaat Foundation supported this joint submission led by ILGA World to the Special Rapporteur on extrajudicial, summary or arbitrary executions, focusing on unlawful killings and serious violence affecting persons based on SOGIESC in Asia.
This joint submission was prepared by ILGA World, with the support of regional and international civil society partners, including Noboprobhaat Foundation. It examines legal, social, and institutional factors that contribute to violence, discrimination, impunity, and lack of protection across different Asian contexts.
The submission highlights two major areas of concern: the use of capital punishment and other severe legal penalties linked to consensual conduct and identity-related criminalisation, and violent crimes motivated by prejudice based on actual or perceived SOGIESC.
It also includes country-specific concerns from Bangladesh and other Asian contexts, showing how discriminatory laws, social stigma, limited legal safeguards, and weak protection mechanisms increase risks for affected communities.
The joint submission offers recommendations to repeal discriminatory laws, strengthen legal protection against violence, improve law enforcement and judicial responses, collect disaggregated data safely, support survivors, and work with civil society organizations to address the root causes of discrimination and violence.
