Noboprobhaat Foundation and ILGA Asia submitted this joint input to the UN Special Rapporteur on the right to development for the report on Climate Justice: Loss and Damage.
This joint submission highlights how climate-related loss and damage can deepen existing inequalities and restrict the enjoyment of the right to development for marginalized communities across Asia. It focuses on how disaster response, humanitarian aid, housing, healthcare, livelihood support, and resettlement systems often fail to address the specific realities of persons and communities affected by SOGIESC-related barriers.
Drawing on regional examples from Bangladesh and other Asian contexts, the submission examines the disproportionate impact of climate-related disasters on access to shelter, safe sanitation, healthcare, livelihood assistance, documentation, and family-based relief systems. It also discusses how climate finance and the Loss and Damage Fund can be designed through a human rights-based, non-discriminatory, gender-responsive, and inclusive approach.
The submission offers recommendations on inclusive disaster response, safe data practices, community participation, gender-responsive fund administration, access to remedies, non-financial support, and safeguards to ensure that climate finance does not create additional debt burdens for developing countries.
